The Great Seal of the State of Louisiana serves as a symbol of authenticity which verifies that government documents and papers of state are official and legal in the "Pelican State". The Louisiana state seal is also an emblem that is representative of the state's origins, history, character and ideals. Description, Symbols, Icons and Emblems of the Louisiana State Seal
The description and meaning of the symbols, icons and emblems are as follows:

The Pelican is used as a Christian symbol of the Holy Communion and charity because it was believed that in times when food was scarce, the Pelican would feed its young by piercing it’s own flesh and taking blood from itself to feed it’s chicks.
The pelican is therefore depicted with three drops of blood on her chest
The  Brown Pelican is the Official State Bird of Louisiana
Three chicks are depicted in the pelican's nest
The five-pointed stars displayed in the outer rim are a symbol of the unity of all things and the essence of the life force
The seal is kept and used as required by the Constitution and laws of the state.

The Louisiana Seal of 1876
This is a flyer depicting the 1876 design of the Louisiana seal. In this version the word 'Justice' is placed within a central shield and the words 'Union' and 'Confidence' in a banner below the shield. The pelican's nest holds 7 chicks (I think!). Trade and shipping is strongly featured in the images which also depict slave labor. The produce and products of Louisiana included cotton, tobacco and sugar which was moved out of the Midwest down the Mississippi for shipment overseas via steamboats, flatboats and eventually sailing ships.
