The current 50 State Seals were adopted when each state achieved statehood replacing the old seals used when the states were colonies or described as territories.  The men and artists who designed the Great State seals were educated in the classics and were knowledgeable of art history and symbolism of heraldry. State Seals - General rules of construction
Since the establishment of the United States following the War of Independence with Great Britain, the number of states has expanded from 13 to 50. Each state created their own  State Constitution in which the elements and basic design instructions for the State Seals were established by the Legislature. The State Constitution direct the Legislature to adopt a seal for each US state. Each has a statute, an act of a legislature containing a specific law, expressed in writing, outlining the general rules of construction. Over the years, interpretations of the symbols and images of the Great Seals of the 50 states may have differed but the elements and meanings have remained consistent.
